The present study aims to define the extent as well as the significance of the pagarchs’ institutionalized executive powers and elaborates on their integration into the local and regional security apparatus. It turns out that the Byzantine pagarch cannot simply be conceived of as a fiscal authority; he was in fact entitled to extensive executive powers concerning the arrest of individuals, the confiscation of individual property, and the administration of prisons.
